In 2002 the APSRIC Authorities dug a well in Survey No. 409 of Nandipalli in order to provide drinking water to the residents of Kotha Chervuvu Village. The well was dug near the land of Pitchi Reddy, who belonged to the upper caste in the village. On the night of October 8, 2004 Pitchi removed the handle and pipes of the well, damaged the platform and fixed a submersible electrical motor in order to cultivate his land and thus stop water flow to the dalits.
On December 20, 2004 Ptichi along with 70 other men from the villages of Mallampeta and Konasamudram brought agricultural implements and acted to remove the well. The victim brought his camera to take pictures of their actions, but was confronted by the accused. The victim was verbally abused and was then struck on his head with an axe, which resulted in head injuries. The women accompanying the accused were also verbally abused and beaten. The women fled fearing further attacks but the accused pursued them and chased them with sticks, axes and shovels in hand. The women sought shelter at G. Chary’s home in the village.
The victim attempted to go to the hospital but was again threatened by the accused and the 70 other men from seeking medical attention. They also threatened him if he sought help from the police. Thus, he had no other option but to return to the village. Upon his return he phoned the police, who came and recorded the statements of the victim and the women. They also took him to the hospital for the necessary medical treatment. The case is pending trial before the Special Court at Kadapa.
The deceased 13 year old Rekha Kumari d/o Rambhaju Manjhi belonging to Musahar community, at Karmauni village, Dobhi Ps and Taluk, Gaya district in Bihar was raped and killed brutally on 15/12/2004 at 9.00am. She was a decent girl in the village and she believed to have respect for her family. She was living with her father. Her father worked as a wage labourer. On 12/12/2004 the perpetrator Surendra Kumar Yadav had once tried to molest her but she boldly opposed him. On that basis he had threatened her.
On 15/12/2004 in the morning at 9 she had gone for the collection of the cow dung. The perpetrators Surendra Kumar Yadav s/o Shivalal Yadav, Uday Yadav s/o Jhaman Yadav, Mahendra Yadav s/o Mahadev Yadav and Arun Yadav s/o Hiravan Yadav went after her and caught hold of her, raped her and fearing their actions to be brought to the notice by her, they killed her attacking with bricks on various parts of her body. Her cheeks and breasts were cruelly crashed. Her head was badly injured. The flesh of her face was chopped. People found very difficult to identify her body but the father of the girl recognized her with her clothing. An evidence of the perpetrators was found in the place of the incidence i.e. a shawl.
On the same day on December 15, 2004 the father of the deceased filed the FIR no. 202/04 and the body was taken to Anugraha Narayan Medical College and Hospital for the postmortem report. But in FIR the police had written no names of the perpetrators. Charge sheet has been presented in the court. No compensation has been given to the family. The case is under trial. The police had taken Rs. 10,000 to subside the case. The Charge Sheet has been submitted in the court.
R. Srinivasulu, S/o. Shakru Nayak, Age 30 years, Caste : ST (Lambadi). On 6-12-2004 at 4-30 a.m. the S.I. of Police Lingala by name Raghava Rao along with his staff went to the Mugdumpur and wake up the victim R. Srinivasulu and the police took him into custody and brought him to the Police Station in Jeep. Without any reason the police beat him. The S.I. Police abused taking his Caste name as “Orai Lambadi Lanjakodaka... neevu dongatanam chesinavani complaint vachindi...” And S.I. Police forced the victim to agree the theft, otherwise, the S.I. threatened him ‘I will see your end’. S.I. tortured the victim along with his constables by hitting on his toes and different parts of his body. Abused as ‘your caste people were theives your livelyhood is thefting’ and beat him again. Upto evening they have tortured like this. Receiving this information victim’s brother Kanna Nayak, villager Sudhakar and other villager Seelam Balaswamy, Tulcha Nayak came to the police station and requested to release the victim. At 5-00 p.m. the S.I. of Police released on condition of attending the P.S. for 3 days, otherwise he threatened that ‘I will see your end’.
Victim R.Srinivasulu belongs to Mugdumpur village. He is working as Water shed committee Secretary. He is a sincere & honest worker. The same villager and water shed chairman Kondal Rao is the Landlord. Previously Venkataiah working as bonded labour under Kondal Rao. But he left the work under the Kondal Rao and at present he was working with Victim R. Srinivasulu. As the Watershed Committee Secretary R.Srinivasulu warned Kondal Rao not to use machinery in Watershed works. Keeping this in mind Kondal Rao planned to implicate in false case with his influence of Police.
On 30-11-2004 Kondal Rao gave a report to police alleging that R.Srinivasulu committed theft of water pipes. In that connection the S.I. of Police who belongs to the same caste of Kondal Rao take the victim in to custody and tortured the victim. R.Srinivasulu is educated and he has dared to question in Gram Panchayat who misused the Govt. funds. It is one of the reasons the Kondal Rao developed grudges against him. A counter case was filed against the victim and police arrested the victim Srinivasulu but later on he got the bail.
