Attempted Abduction of a Dalit Minor Girl

The incident took place in the West Champaran district of the state of Bihar. The victim, Kumari Utam—aged 15—is a resident of Phuliya Khad village, located within the jurisdiction of the Nautan police station in the district. Her father's name is Shri Ranglal Ram, and her mother's name is Radhika Devi. They belong to a Scheduled Caste community and work as agricultural laborers.Notably, Santosh Sah—the prime accused in the incident—along with 15 others, are residents of Pholiya village within the Bairiya police station area of ​​the district. They belong to a Backward Class community and are businessmen by profession. The accused individuals are persons of dubious character.

On the occasion of Mahashivratri, a fair was held near the shrine of Sankahinya Mai in Pholiya village. The victim had gone to visit the fair accompanied by her mother, sister, sister-in-law, cousins, and others. The prime accused, Santosh Sah, molested the victim right there at the fair. The act was met with resistance. Following the incident, the victim was returning home. While she was en route, the offender, Santosh Sah—along with his accomplices—attempted to abduct the victim. When the victim's family members intervened to resist the attempt, they were assaulted and injured. In connection with this incident, a case (Case No. 134/26) was registered at the Nuatan Police Station one month later. The police, however, appear to be actively engaged in shielding the accused.
