The incident took place in Devkuliya village, under the jurisdiction of Phenhara police station in Bihar. The victim, Reeta Devi—wife of Prabhu Ram and a member of the Scheduled Caste—is a very poor and simple person. The accused in the case—Shankar Raut, Anish Raut, Chhala Devi, and Suman Devi—reside in thictim's neighborhood. They belong to a backward caste. Knowing that the victim belongs to a Scheduled Caste, they frequently subject her to discrimination and caste-based mistreatment; her husband often remains away from home in search of livelihood. The accused Anish Raut also looks at her with malicious intent. Whenever the victim protests this behavior, she is subjected to abuse.
