Case brief

Case summary

In 1970 one of the habitations in Asana village during that period was on the verge of washing away by river Devi due to course change of the river. 23 dalit families consisting of 13 Bauri, 6 Dhoba and 4 Kandara families were relocated by the government from their original place of village and rehabilitated in a new hamlet namely \'Asana VRP Colony\'. The original village was within Asana village, whereas the new colony was within the limit of a new village, Athatira. Each family was provided with Asphalt sheet roofed house at the time of rehabilitation in 1976 with 4 decimals of land. Soon the Asphalt sheets melted in hot sun and they covered with thatched roofs in 1977. In 1999 they were house under Indira Awas Yojna as the houses were badly damaged in cyclone. A Dispensary by Redcross, Anganwadi Centre, Primary School, Cooperative Society and Helipad were constructed near the colony with time. Although these families are living there for nearly 40 years, they are treated as intruder by the villagers of Athatira. Surprisingly, they were taken as a part of Asana village and Ala Sahi GP during creation of new Alangapur GP of which Athatira was a part. Till today they cast their votes for the P.R.I members from Ala Sahi G.P. as they are included in the voter list of Asana village.

It is observed that there is a long standing animosity between the dalit familiies living in VRP Colony and nearly 300 upper castes
