Case summary

The victim Pandab Behera is a poor person form SC community. His profession is to climb Coconut trees and similar trees. He was resident of Deypur Sasan Dalit Sahi adjacent to a Brahman Sahi. The Brahman sahi consists of more than 100 Households whereas the dalit sahi was inhabited by 15 dalit families belonging to Bauri Sub-Caste. There was a by election in Pipili Assembly Constituency of which Deypur Sasan is a part. One Ramesh Sarangi had given Rs- 5000/- to Pandab on 11.04.2021 to get the votes of the dalit Sahi in favour of BJP Candidate. Pandab when discussed the matter in his Sahi, others disagreed to vote BJP. Pandab went back to return the money to Ramesh. But by that time he had already spent 1000/- and had taken liquor. When he returned Rs- 4000/- to Ramesh Sarangi, he was abused by Ramesh. It was a challenge to the social authority and dominance not to obey the instructions to vote to the particular candidate; the amount given was for a common feast in the sahi. When Ramesh Sarangi abused, Pandab protested without acting subdued. Ramesh started assaulting Pandab; other two accused persons also beat him black and blue. In the beating Pandab sustained injuries. He took some medicine from the local medicine counter taht day. On the next day, he felt uneasy and went to his in law’s house at Puba Sasan and consulted doctors at Balakati. On 14th he was serious, taken to Capital Hospital where he died. He is survived by wife Banita, son Rakesh and daughter Lipsa.
