Pazhakarankadu village under Periyamanali village panchayat in Elachipalayam block of Namakkal district-Tiruchengode taluk is located at a distance of about 25 km south-east of Vaippamalai in between Tiruchengode to Rasipuram road. Maheshwari, 39, who belongs to the Scheduled Caste Hindu Arunthathiyar caste in Pazhakarankadu village, is living in her father's house after separating from her husband due to differences of opinion and has four daughters, two sons and two boys studying in schools and colleges. Maheshwari works as a daily wage labourer in a private garments baniyan company in Periyamanali area. Dhanush, 17, the third child of Maheshwari, who is studying in Class XII at Periyamanali Government Higher Secondary School, was on his way home on Friday evening on 16-09-2022 along with Kumaresan, a Scheduled Caste Hindu Adi Dravidar Paraiyar caste student from Periyamanali Gokalai Village, who was studying with him after school on Friday evening there has been a traffic jam at chinnamalai three road junction due to the evening construction work of a bridge between periyamanali to vaivaimalai road is going on. In the rush of vehicles, the children of Rasipuram SRV private school were moving slowly when thangamani (60) his son Bhupalan (30) and the car driver Sekar (32) of the Devangu Chettiar caste, all of whom belonged to the Kongu Vellalar Gounder caste, abused the SRV private school children's vehicle driver with unspeakable bad words in their mouths asking him to pick up the van. Dhanush, a student who was standing nearby, asked Thangamani why are you scolding the driver with such bad words in public that there are little children in the van. Thangamani of the Gounder caste, his son Bhupalan, the driver of the car, Sekhar of the Devangu Chettiar caste threatened the Dalit students Dhanush and Kumaresan, and twisted their hands and threatened them and asked for the village and caste. As soon as the students tell their Village and caste name, immediately they scolded the dalit students with derogatory abusive words with reference to the students caste names, and said "how dare are you questioning me, are you questioning the goundan who had the courage to do so...,it is wrong to let you walk on the road" he said. Along with them, the other dominant castes in the vicinity brutally attacked the dalit students. After this Incident, FIR filed 137 U/s 294(b),323 IPC r/w 3(i)(r),3(i)(s),3(2)(va) Sc/St PoA Amendment Act-2015. And the counter case also filed on the victims the dalit students. 

காஞ்சிபுரம் மாவட்டம், ஸ்ரீபெரும்புதூர் வட்டம், கச்சிபட்டு கிராமத்தில் 5000 - க்கும் மேற்பட்ட குடும்பங்கள் வசிக்கும் பெரும்பாலும் தலித் மக்கள் வசிப்பிடமாக உள்ள காலனி அல்லது சேரி என அடையாளம் காணப்பட்ட பகுதியாக உள்ளது. ஆண்கள், பெண்கள் மற்றும் இளைஞர்கள் என அருகில் உள்ள தனியார் நிறுவனங்கள், ஹோட்டல்கள், பெரிய வீடுகள், சிப்காட் கம்பெனிகள் என தினக்கூலிகளாகவும், மாத சம்பளத்திற்கும், ஓப்பந்த முறையிலும் துப்புரவு பணிக்காகவும், கழிவுநீர் தொட்டியை சுத்தம் செய்வதற்காக செல்கிறார்கள்.

இறந்த மூவரில் நவீன்குமார் மற்றும் திருமலை இருவரும் இளைஞர்கள், பள்ளிக் கல்வி கூட பயில இயலாத வறுமையும், புறச் சூழலும் உள்ளது. பெரும்பாலும் அப்பகுதி இளைஞர்களின் வாழ்வாதாரத்திற்காக அவர்கள் 10 அடி ஆழத்திற்கு 10 ஆயிரம் ரூபாய் என்றும், 20 அடி ஆழத்திற்கு 20 ரூபாய் என்று ஓப்பந்த அடிப்படையில் கூலியை நிர்ணயம் செய்து கொண்டு கழிவுநீர் தொட்டியை சுத்தம் செய்ய செல்வது மட்டுமில்லாமல், 13 வயது சிறார்கள் முதல் இளைஞர்கள் மது போதைக்கு அடிமையாகி இத்தொழிலை செய்து வருகின்றார்கள்.

தலித் இளைஞர் கல்லூரிக்கு சென்று படித்துவிட்டு கிரிங்காடு, பிள்ளைப்பாக்கம், ஒரகடம், மாம்பாக்கம் சிப்காட் நிறுவனங்களில் வேலைக்கு சென்றால் ‘கச்சிபட்டு காலனி” இளைஞர்களுக்கு வேலை தர மறுக்கின்றனர். இதனால் படித்த இளைஞர்கள் மது போதைக்கு அடிமையாகி பேனர் கட்டுவதற்காகவும், கழிவுநீர் சுத்தம் செய்வதற்கான பணியில் ஈடுபடுகின்றனர்.

கழிவுநீர் சுத்தம் செய்யும் பணியில் எந்தவிதமான அடிப்படை வசதிகளும் இல்லாமல் 10 ஆண்டுகளுக்கும் மேலாக அந்தக் கழிவை ஹோட்டல் உரிமையாளர் சுத்தம் செய்யவில்லை என்பதால் மட்டுமே இத்தகைய சூழல் ஏற்படும். மேலும், அவர்களிடம் உண்மைக்கு மாறாக 1 வருடமாக தான் கழிவுநீர் தேங்கி இருப்பதாக தகவலைச் சொல்லி கட்டாயப்படுத்தி அவர்களை மலக்குழிக்குள் இறக்க வைத்திருக்கிறார்கள். மிகவும் அலட்சியமான முறையிலும், சட்டத்திற்கு புறம்பாகவும் இந்;த பாதக செயலைத் செய்திருக்கிறார்கள்.

20.10.22 அன்று சுமார் 9.00 மணியளவில் சென்னை - பெங்களுர் தேசிய நெடுஞ்சாலை அருகில் உள்ள சத்தியம் கிராண்ட் பிரபல தனியார் ஒட்டலில் கழிவு நீர் சுத்தம் செய்வதற்காக வெங்காடு கிராமத்தைச் சேர்ந்த புரோக்கர் ரஜினி என்பவர் 30 அடி ஆழமுள்ள கழிவுநீர் தொட்டியை சுத்தம் செய்வதற்காக 10 நாட்களாக வேலையில்லாமல் வீட்டில் இருந்த நவீன்குமார், திருமலை மற்றும் ரங்கநாதன் ஆகிய மூவரும் தீபாவளி செலவிற்காக ரூபாய் 2000 தினக்கூலியாக கழிவுநீர் தொட்டியை சுத்தம் செய்வதற்காக 1 மணி நேரம் வேலை என்று கட்டாயப்படுத்தி, எந்தவிதமான பாதுகாப்பு உபகரணங்கள் இன்றி நிர்பந்தப்படுத்தி அழைத்து சென்றுள்ளனர்.

கழிவுகளை சுத்தம் செய்ய சில இரசாயனங்களை ஊற்றிய பின்னரும் முழுமையாக அடைப்பு சுத்தமாகாததால் அவர்கள் நேரிடையாக திடக் கழிவுகளை அகற்ற இறக்கப்பட்டுள்ளனர். முதலில் ரங்கநாதனும், பின்னர் திருமலையும் இறங்கி இருக்கிறார்கள். மேற்படி இருவரையும் விஷவாயு தாக்கி, மயக்க நிலையில் இருப்பதாக எண்ணி நவீன்குமாரும் இறங்க மூவரும் விஷவாயுத் தாக்கி மூச்சித்திணறல் ஏற்பட்டு உடனடியாக சம்பவ இடத்திலேயே இறந்துள்ளனர்.

நவீன்குமார், திருமலை மற்றும் ரங்கநாதன் ஆகிய மூவரையும் தீயணைப்பு துறையினரால் மீட்டெடுத்து ஸ்ரீபெரும்புதூர் அரசு மருத்துவமனை அன்று மதியம் 1.00 மணியளவில் பிரேத பரிசோதனைக்காக அனுப்பியுள்ளனர். அன்று இரவு சுமார் 11.00 மணியளவில் பிரேத பரிசோதனை முடிந்து, உடலை உறவினர்களிடம் ஓப்படைத்துள்ளனர்.

ஸ்ரீபெரும்புதூர் காவல்நிலையத்தில் Cr.No:642/2022, U/S:304(ii) – IPC, r/w:7,9 of the Prohibition of Empolyment as Manual Scavengers and their Rehabilitation Act – 2013 and 3(1) (j) – SC/ST ACTவழக்கு பதிவுச் செய்து, ஹோட்டல் மேலாளர் திரு.அருண், புரோக்கர்.ரஜினி இருவரையும் கைது செய்துள்ளனர். இறந்த குடும்பத்தினருக்கு ஹோட்டல் உரிமையாளர். சத்தியசீலன் என்பவர் தலா 5 லட்சம் பணமாக கொடுத்துள்ளனர்.

கச்சிப்பட்டு காலனியில் உள்ள ஆண்கள், பெண்கள் மற்றும் இளைஞர்கள் பெரும்பாலனோர்கள் கழிவுநீர் சுத்தம் செய்வது, தனியார் நிறுவனங்களில் துப்புரவு பணிகளில் அமர்த்துவது உள்ளிட்ட பணிகளில் கட்டாயப்படுத்தபடுகின்றனர். மேலும் 10 ஆண்டுகளுக்கு முன்பு மாரிமுத்து மற்றும் கணேசன் என்ற இருவரும்; மலக்குழி சுத்தம் செய்யும்போது விஷவாயு தாக்கி இறந்துள்ளனர். இறந்தவர்களின் குடும்பத்தினருக்கு துப்புரவு பணியாளராக அரசு வேலை வழங்கியுள்ளனர்.

Uchhupada Nateimala is a tribal habitation in Uchhupada Gram Panchyaat under Tangi P.S. area. 12/13 tribal families have been inhabit there for over 30 years. All of them are landless without IAY/PMAY houses. 75% Children in the Sahi are dropout from School education in order to support their families by daily labour; few of them have been working as drivers. Nanda Chattar and Kuni Chattar are one of the tribal families in the Cluster; Nanda is a Truck Driver and Kuni is a Daily labourer.

     On 07.12.2021 at about 3.30 P.M when both Nanda & Kuni were not present at their house, their 10 year old daughter Srimati was playing outside. At that time one Basant Swain of Uchhupada had gone to that Sahi and asked Srimati about her father & mother. The Girl replied that both of them were absent. Then Basant Swain asked her to get him a glass of water. Srimati went inside her house to fetch water. The accused followed her to inside the house and forcibly put her down and raped her. She cried; hearing her crying sound the neighbour went inside to ask what happen. Finding the neighbour, she cried loudly. The accused escaped as he ran away. The neighbour informed her father over Phone.

After some time, Nanda and Kuni (parents of the victim) came back home and found their daughter in blood. Srimati narrated the incident to her mother. She was taken to Tangi Health Centre and from there to SCB medical College, Cuttack. There she was treated with OPD ticket no .102270015108 and sent back home at early hours of 8^th December. Complaint was filed during the 8^th and registered as Tangi p.s Case no 239 u/s 376 AB IPC, 6 POSCO Act and 3(1)(w-i) (2) (v) (va) SC ST PoA Act.
