Two Dalit youth tortured to death, Pundri police station

  • Summary:: Village Ravanheda is a small village, located on the road side, which leads Pundari to Kurukshetra road and it is approximately 85 km away from G. T. road Karnal. The total population of the village is approximately 800. The majority of Dalits living there are daily laborers. The Sarpanch Ramesh (25) S/o Ramdiya belongs to Dominant Caste “Rod” community. The Rod community had attacked Dalits one year back, following a clash between the village Sarpanch’s son and some Dalit youths from the Basti. In this attack many Dalit were seriously injured. Now the case is under trial. Because of this Ramesh S/o Ramdiya was impeached from the administration. Thus, there was an unending hostility among Dalit and Rod community. On 10-08-2007 at about 6:00 p.m. S.H.O Dharam Singh, Constable Karishna and other police personnel from Pundri police station reached at village Ravanheda in search of Gurudayal (24) S/o Jit Ram, (who belongs to Valmiki community) and took him in a jeep. First the S.H.O Dharam Singh slapped Guru Dayal, who asked the reason he was being arrested. When they reached the police station Constable Jai Bhagwan alleged that Satnam S/o Jit Ram, the brother of Gurudayal had been involved in a robbery. Police tortured Guru Dayal while he was in custody. On 12-08-2007 at about 3:00 a.m. the police took him to the village Ravanheda in search of Satnam. Meanwhile his father in law and his father were at home. The police did not find Satnam, so they forcibly took his father and father in-law Budhram (50) S/o Sh. Hari Ram from Vill. Titram Distt. Kaithal. The victims appealed to SHO that if Satnam had been involved in any robbery, they would hand over him to police through the Panchayat. But the police said to hand over Satnam immediately or else they would arrest the pregnant ladies. At this time, Satnam was staying in his uncle’s house at Vill. Naina Distt. Kaithal. Police reached there with Guru Dayal S/o Jit Ram at about 5:00 a.m. and took Satnam S/o Jit Ram forcibly. He was wearing only underwear and baniyan. Then the Police took Satnam Singh s/o Jit Ram & Vijender from vill. Manana Tehsil Samabhalkha Distt. Panipat to the Pundri Police station, and began to torture them very cruelly. Vijender died in the police station, and Satnam Singh s/o Jit Ram died in PGI Chandigargh on 15-08-2007 at about 12:10 p.m. S.H.O. Dharam Singh Kundu and ASI Balbir singh & Constable have been suspended and the investigation has begun by S.H.O Sanjeev Verma.

    Case in Brief

    Kandikatla Rani, aged 23 years, SC by caste, native of Godarigunta village, Kakinada.  She migrated to Singapore in search of livelihood.  There she met Abbavarapu Ramakrishna, aged 21 years, BC – D by caste who is native of the same village.  Their acquaintance gradually lead to love and they got married in the year 2006.  They returned to India and she gave birth to a girl child.  Whenever Ramakrishna harassed for dowry, she used to go to her parent’s place to get money.  He used to continuously harass her for money.  After a child was born, he started harassing her saying that it is not at all a marriage, and if he should continue living with her, she should give him a dowry of Rs.4, 00,000/-.  In case she fails to give the demanded amount, he would cause any kind of harm to her as quite a few of his relatives are in police department.  Unable to bear the harassment, she complained in the Sarpavaram PS.  As the police did not take proper action, she approached DSS.

     

    Interventions:

    • DSS represented to the DSP for the registration of the case and necessary action.

Dalit youth murdered for wearing decent clothes, Arya Nagar in Rohtak

  • Summary:: Dharemder Kumar s/o Sh. Jagat Singh, the resident of Arya Nagar, P.S Civil Line in Rohtak District belongs to Scheduled Caste (Chamar) community. Naveed (25) S/o Sayad Ahmed and Farid (28), hailing from Minority (Muslim) community and Satish s/o Ramphal (Jat), the resident of the same village murdered Dharemder out of jealousy that how a Dalit can wear good dress and possess good character. So they plotted against him to kill. On 07-08-2007 at about 8.30p.m they called Dharmender over phone with a pretext that they wish to speak Dharmender personally. The perpetrators took him to a nearby field of the village and started quarreling on false argument against him. Jagat Singh (53), the father of Dharmender and Virender s/o Meher Singh his uncle heard shouting Dharmender so they rushed to the spot where they saw Dharmender being caught up by Navid & Farid and heard saying “MAR SALE KO”. They tried to solve the mater however Satish (Phadi) attacked Dharmender with a blunt knife which cut off Dharmender’s left arm. Dharmender was seriously injured. When Virender s/o Mehar & Jagat singh (53) Singh shouted at them, the perpetrators chased to attack them too. Mean time Surender, the brother of Dharmender reached the spot and jointly pelted stone at the perpetrators to save their lives. The perpetrators run away. Dharmender had severe bleeding and he stepped to the very serious condition. He was admitted in the P.G.I. Hospital Rohtak in the emergency ward. Due to lack of blood Dharmender died in the Hospital.

Rape of a Dalit Girl Kurudwadi

  • Summary::

    Ashwini Sham Kasbe is resident of Lave village, Tal.: Madha, Dist.: Solapur, belongs to scheduled caste community. A Boy from Maratha community influenced Ashwini and forcefully raped her with pretext to marriage. However, after the crime, he threatened her to kill if she reveals the matter to anyone. The victim narrated the incident to her parents.

     

    A case was registered in Kurudwadi police station against the rapist on 22/08/2007 as No.101/07, u/s 363, 366,376,506 IPC, 3(1)(xii) of SC/ST (PoA) Act. & 7(1)(D) PCR Act. Compensation of Rs. 25000/- is paid to victim by the administration. The rapist was arrested but bailed out. Charge sheet was filed on 22.08.07, No.77/07, u/s 363, 366, 376, 506 IPC, 3 (1)(xii) of SC/ST (PoA) Act. & 7(1)(D) PCR. The case is under trial.

Dalit Attacked Over Land Dispute

  • Summary::

    Chidarla Ramanaiah, 39, S/o Nagaiha had three acres of poramboku land which he cultivated for 14 years. Two years back he   lease out the land, Because of his domestic problems, to G. Mahendra S/o Kotaiah and family. After two years of cultivation they neither paid the lease amount nor   surrendered the land.to the victim. When the matter was complained to the police, the police instructed both the parties not to cultivate land till further orders. But, on 31.07.07 at about 9 O’clock G. Mahendra’s family entered into fields. Then C. Ramanaiah and his wife C. Suseela objected to them. Accused returned with forty members on two tractors and abused them by caste, attacked them causing grievous injuries. They ransacked C.Suseela’s clothes and injured her head causing bleeding injuries. The accused left that place thinking both the victims were dead. They even attacked on their daughter. The victims were transferred to Kavali government hospital.

     

    A case was registered under Cr.No 63/07 U/s 324, 341, r/w 34 IPC 3 (I) (x) SC, ST Act, before Jaladanki Police Station. The accused were not arrest. Charge sheet has not been filed so far. Compensation has not been paid either. A Petition was filed under 44 Cr.P.C seeking arrest of the accused. Another petition was. Filed under 173(1) Cr.P.C & Rule 7(2) SC&ST (POA) Act. Representation sent to collector & concerned officials. Petition filed under section 310 Cr.PC seeking the inspection of the place of offence by the Magistrate.
