Case in Brief:
Sayyadpalli is a village in Parigi mandal which is dominated by OC Reddy caste community. The Sarpanch seat is reserved for dalit woman. Bheemamma is elected as the sarpanch of the village.
In July 2008, Kummari Narsimhulu’s family dumped granite stones near the panchayat office. As these stones were dumped on the road on either sides of the office, they have become a great obstacle for the movement from and into the office. Bheemamma has informed them to remove the stones from the way but they did not do that. Later even the ward members requested them about the same. As Narsimhulu’s family did not listen to them, they informed Vittal, MRO, who has come to the village on the occasion of Praja Patham. Even the MRO asked them to remove the stones from the way as they are hindering the way and causing great trouble to the villagers. But Narsimhulu’s family lent a deaf ear to all the requests.
Finally on 19th September 2008, all the ward members, including Sarpanch decided that they should ask them for one more time and remove the stones themselves if they refuse to do so. They have informed the MRO about the same. Bheemamma, her husband Chinna Paidappa, ward members all went together and asked the family of the accused to remove the stones from the way. They did not respond. Hence, they started removing the stones with the help of the villagers. Then, all the accused as listed above have come forward and caught Bheemamma by hand. They abused her saying that “Emey Madiga lanje, em peekutaave, duduka neeku, dammunte raallu teetuvu rave lanje” (You Madiga bitch, what can you do, are you so heady, remove the stones if you are potent enough you bitch). They beat and pushed her down. They also beat her husband. The ward members tried to stop them, but they beat the Sarpanch and her husband in front of all the ward members and villagers abusing them in the name of caste using filthy language.
The Sarpanch, her husband and ward members immediately went to the MRO and complained him about the incident. He asked them to lodge a complaint in the police station. On 19th September 2008, i.e, on the same day, they lodged a complaint in the Parigi PS and FIR was registered.
