Manisha Das, a 15-year-old minor girl was kidnapped on 15.08.2020. Her parents searched for her, could not trace her and filed a complaint in Krushnaprashad police Station on the next day. Basing on the complaint FIR No. 132 was lodged u/s 363 IPC on 17.08.2020. On 18.08.2020 at about noon, information regarding the girl was received by the father of the girl. It was found that the girl was in serious condition after taking poison. She was taken to the Community Health Centre at Krushnaprasad from where taken to MKCG Medical College and Hospital, Berhampur. After treatment, the girl recovered and she disclosed regarding repeated aggravated penetrative sexual assault during these 3 days. Her father lodged complaint about gang rape in Krushnaprasad Police Station which was not received. He went to file complaint before the Superintendent of Police, Puri; as the SP was not in the office, he submitted the complaints to the Additional Superintendent of Police, Puri. The girl is still not discharged from the hospital. Her video statements are provided to us and to the Superintendent of Police. Considering the sensitivity of the case, a fact finding was conducted by ALVM.
The victim Elina Kandi, D/o Sarat Kandi, Village- Sirikoili, Block/PS- Nimapara, Dist- Puri, belongs to SC (Bauri) community. She has 100% permanent speech and hearing impairment. She was continuing her studies in 8th class at Patitapaban Seva Sangh, Chanarapada, Nimapada. Due to the lockdown (Covid-19) in Odisha in the month of March 2020 all the educational institutions were closed. Elina had to return home. During this period, the perpetrator Ajay Kumar Nayak aged about 17 raped her by taking advantages of her disabilities. Subsequently he repeatedly raped and she was pregnant. The matter was not disclosed because of the disability of the victim; she feared to disclose before anybody.
After few months the victim’s mother and cousin came to know about her pregnancy and for the confirmation they went to the nearest private hospital. After few tests, the doctor said that she was nearly 7 or 8 months pregnant. After that it was difficult to identify the accused as the victim could not express. After many efforts for days, she indicated the accused. After knowing this, Elina’s father Mr.Sarat Kandi met father of the accused and demanded justice for his daughter but he refused to admit that his son did this kind of obscene activities.
Then Victim’s father Mr.Sarat Kandi informed ALVM. The team immediately reached the victim’s place, conducted a fact finding. A written complaint was lodged by Sarat Kandi which was registered in Nimapara police station case number 287 dated 22.11.2020 u/s 376 (2)(h)(l)(n), 376 (3) of IPC, 3 (2)(v) of SC & ST (PoA) Act and 6 of POCSO Act. The accused is in Juvenile home, Berhampur, Odisha and the investigation is still going on.
Devendran (43)is a resident of Thiruvalluvar town, Aluthupalayam village panchayat of Modakkurichi Erode district and is residing with his family.He has been working as the State General Secretary, Tamil Nadu in BahujanSamaj Party (BSP), the national party led by Mayawati.
He was extending his support for the candidate Mr. Boopathiof BahujanSamaj Party (BSP) in theModakkurichi constituency in getting votes for him. And on 31-03-2021 at 08-30 he along with the BSP candidate had canvassed in the Aruntathiyarresidentials located in Keeramadai village in Inchampally panchayat to collect votes in support of them. Bhupathi, SivagiriBorasapalayamDamodaran, KodumuduIchchipalayamRanjithkumar, ArachalurVinoba Nagar Sekar and KeeramadaiArundathiyar were among the more than 50 people who came there at the time. Meanwhile the dominant caste people/non-dalit came there and abused Boopathi and the canvassing team in filthy and abusive language referring to the caste names. The caste mob also tried to attack them and also threatened to kill him.
Devendran, along with 5 others including Boopathilodged a complaint at the police station. FIR was registered under the Prevention of Atrocities Act-2015 at the Malayampalayam Police Station with the Crime No: 87/2021 U / s 294 (b), 506 (i) IPC r / w 3 (1) (r), 3 (1) (s), 3 (2) (va). On 02-04-2021, Ramshankar and Viswanathan were arrested and remanded in custody.
1. There are more than 60 Scheduled Caste Paraiyarcommunity living in Ottanandal village, Thiruvennallur circle, Villupuram district. More than 250 Scheduled Castes are inhabited by non-Vanni community.
2. It has been the custom of the Dalit people to hold the Mariamman Temple Festival in the month of May every year. Similarly, the festival has been organized in May this year and has been held for three consecutive days from 09th to 11th. On the 12th, sports competitions were held for the youth and boys in the Dalit area and a prize giving ceremony was held. At around 08.30 pm that night, the police arrived from the Thiruvennallur police station and confiscated the mic set, the loudspeaker and the vehicle and took them to the police station.

The next day at around 11.00 am on 13.05.2021 the village leaders in the colony were Santhanam (70) S/oKannan, Thirumal (60) S/oManikkam, Arumugam (65) S/oKoothan, Murugan (38) S/oVenkatesh, Thiruvenkadam (55); S/oPitchai, Kumaran (28) S/oRamasamy went to the Thirunavur police station with about 10 persons in his presence and confiscated the mic set, amplifier and all the vehicles. Police Inspector Pandian told them that it was wrong to hold the festival without permission. On his way back home at around 08.00 pm to get a reply from Ramesh (28), (Vanniyar Caste), S/oRamalingam, the branch secretary of the BJP, intended the persons in stopping the festival.

The next day on 14.05.2021 at about 09.00 am the village leaders in the colony were Santhanam (70) S/oKannan, Thirumal (60) S/oManikkam, Arumugam (65) S/oKoothan, Murugan (38) S/oVenkatesh, Thiruvenkadam (55); In the presence of S/oPitchai, about 10 people have appealed to the village leaders of the Vanniyar community, Balakrishnan, Ramalingam, Purushottamman, Gokulraj and Ramasundaram about the incident that took place the day before. Santhanam, an elder in the colony, said that this would not happen again, and that it was not possible to apologize to them. The village leaders in the colony apologized to all the youths and youths in the Vanniyar community saying that they should apologize for any problem. Suresh (20) S/oGovindaraj, a youth from the Vanniyar community then slapped Murugan (38) S/oVenkatesh.
5. After that the members of the Vanniyar community complained to the members of the colony. Later, Kumaran (28) S/oRamasamy from the colony lodged a complaint against members of the Vanniyar community.
