61 Dalit Arunthathiyar community families, for the last 45 years, living in Busber well area of Muthukrishnapuram, Thoothukudi Taluk, Thoothukudi District. All these people are provided with Brick Houses during the reign of MGR. All these houses were denied Electricity Connection, access to public toilet and drinking water facilities. Most of the people are working as scavengers and daily wage labourers. Ward Councilor of Ward No.9, he took control over the Public Toilet and denied access to the 61 dalit families. As the Dailts approached the District Collector, they have been given access to the Public toilet. Ward Councilor who could not digest this humiliation, started working against the Dalits. Even after repeated petitions to the District Administration these people are denied access to electricity facilities and provision of Housing Patta. Ward councilor along with other caste discriminatory alleged engaged in evict these people from this location under the pretext of illegal occupation. They filed a petition with the social welfare minister seeking provision of Housing patta. Due to the influence of Ward cousilor, the district administration gave an order to these people to move away from the occupied land. On 09/09/09, District Administration, Municipal corporation and other government officials threatened all the 61 dalit families to evict from the place. On seeing the protest, opposed to the eviction plan the District Administration retreated from the place. Again on 16/09/09, When all the dalits have been to their work, demolished all the houses and left the people to live in the streets. Due to negligence of the District Administration, Municipal Corporation and the Social welfare Ministry, all the 61 Dalit families were rendered homeless and let to live in streets.
R. Chinnakuruvaan (50), resident of Anupparpalayam, Sathumugai PO, Sathiyamangalam Taluk, Erode district, belongs to Dalit Arunthathiyar community. He is working as daily wage farm labour. Anupparpalayam village is home to 205 families of dominant caste hindu Nayakkar community, 50 families belongs to dominant caste hindu Kounder community, 35 Dalit Arunthathiyar families and 15 families of Dalit Paraiyar community. On 13/09/09, Rangammal belongs to Paraiyar community died and the relatives of the deceased were preparing the Paadai (a small vehicle to carry the dead body) near the Annamaar Temple belongs to Arunthathiyar community. Hence Chinnakuruvaan and other Arunthathiyar community raised objections to this, saying this is the place where children play. Since the temple is near to this, they asked Paraiyars to prepare the Paadai in the home of the deceased. Paraiyars reported this objection to the Selvaraj Nayakkar, resident of Anupparpalayam and a dominant caste hindu Nayakkar, who is the autocratic leader of the village. Again they brought the dead body and were preparing the Paadai. So Arunthathiyars raised objection to this and tried to prevent them from doing. Hence Paraiyar community people told that they got permission from Selvaraj Nayakkar and asked them to enquire with Selvaraj. After a while Selvaraj, came to the place of incident to enquire about this. When Chinnakuruvaan lead the Arunthathiyars to the place, Selvaraj who could not tolerate the assertion of Aruthathiyars, on seeing Chinnakuruvaan verbally abused him, saying “sakkili son of prostitute, mother fucker, how dare you question my authority?. Then he beaten Chinnakuruvaan with the coconut stick on his eye brow and kicked him at his hip. Chinnakuruvaan sustained severe injury near his eye and blood was gushing out of the wound. Due to this injury, he fainted and his relatives came to his rescue and gave medicine to his wound. Then Selvaraj’s son took him to the private hospital for treatment.
The next day (14/09/09), as the pain persist, Chinnakuruvaan was admitted in the Gopichettipalayam government hospital and was receiving treatment for the next 6 days as a inhouse patient. On knowing this atrocity, SI and DSP, visited the hospital and investigated about the commission of atrocity, then file a case under the PoA Act. Later the perpetrator was arrested in this regard.
Meenakshi (37) w/o Palanisamy, resident of MGR Colony, Ayyampalayam, Palladam Taluk, Tiruppur district, belongs to Dalit Arunthathiyar colony. Dalits of MGR colony, is completely surrounded by dominant caste hindus. Since most of the Dalit families are engaged in daily wage farm labour, their livelihood is completely dependent on the dominant caste hindus. They don’t have proper road facilities and no burial ground for them. Meenakshi who is a shepherd, used to rear her goats in the poromboke lands next to farm lands of Moorthy Kounder and Nayakkars farm land. On 12/09/09, while she was rearing her goats in the poromboke land near to Nayakkar land, as she slept for a while, her goats went inside the farmland of Moorthy Kounder and grazed his land. On noticing this, Moorthy Kounder who was infuriated, came with a wooden log and verbally abused Meenakshi saying, “you Sakkili prostitute, how dare you allow your goats to graze over my land?. He immediately started beating her with the wooden log over her hands, shoulders and over her stomach. Escaping from the onslaught, she went to her village and reported this to her villagers. Hence some of Dalits of the village, namely Shanthi, Karunaiammal, Eashawari, Lakshmi, Maila and Ammani, went to Moorthy’s farm land to enquire about the assault. He again boastfully told that he will beat any one who allow their goats to graze his land. Due to their dependence on the dominant caste hindu kounders, all returned with humiliation. During the evening Meenakshi was taken to the Palladam Government Hospital by a private vehicle. As the Palladam Hosptial staffs asked them to register the complaint first and then to come for medical treatment. With the help of social activist Swaminathan, they filed a complaint with the Palladam Police Station. Then she was admitted in the Tiruppur Government Hospital for medical treatment. She received treatment for 10 days and returned home. Palladam Police Station, gave a acknowledgement for the complaint received, but failed to take action against the complaint and to arrest the perpetrator.Due to this negligence, Adi Tamilar Peravai staged a protest against the police Administration and sought the arrest of the perpetrator. Hence on 12/10/09, FIR was registered against the perpetrator, but the police were negligent to take action Moorthy Kounder.
Later this case was CLOSED as MISTAKE OF FACT by DISTRICT VIGILANCE AND MONITORING COMMITTEE.
