G. Lakshmi Bai, aged 38, w/o Late Durgaiah, SC Mala by caste, resident of G-11, F/t Towers III, Happy Home, Rajendra Nagar, Ranga Reddy District is a Government Employee (Gardener) since 18 years. She was posted a year ago for gardening work in the house of Md. Jani the former minister residing in QNo-21, Minister Quarters, and Road No: 12, Banjara Hills, Hyderabad. On the day of incident i.e., on 4/5/2009 she went for work as usual to Md. Jani’s house at 7:30 in the morning. While doing her work, Md. Akbar, aged 34, s/o Md. Jani asked her to empty the dust bin and clean it. Lakshm Bai rejected to do so as they spit pan parag in it and more over she was not appointed to do household work but for gardening work.

Akbar got angry by her reply and spit on her face and said that he will see her end. He beat her up, caught hold of her hands and dragged her out of the house and also thrown out her belongings. In that helpless situation where her co workers did not come to her rescue, she called up to the union office and complained about the incident. They came for her rescue and helped her in lodging a complaint in Banjara Hills P.S. S.I came to the place of incident and investigated and has confirmed it it is a fact. Even Jani has behaved in the same manner like his son in the presence of the SI. Later she was sent to Osmania   Hospital for Medical Checkup. Ensured that the accused was arrested. On her request, got the victim transferred to another place. 

Kandavalli Kumari (17) d/o Tata Rao of Nalluru village, Kapileswarapuram mandal, Gotru Tulasi Kranthi(16) d/o Venkata Rao of Angara village, Kapileswarapuram mandal and Palli Saritha Rani(17) d/o Rama Rao of Ramanujapuram village, Koyyalagudem mandal are studying senior intermediate in the Lutheran College at Rajahmundry. T.Sham Sunder is the correspondent of the college. He also runs a small clinic at Rajahmundry. During the time of admission he has said less amount and collected more fees later. Even the facilities were not proper in the hostel and the students were served stale food. The medical care was also not good for the hostellers. The students used to go by walk to college though it was far away. He used to harass the students with filthy language. If the students question, he used threaten by saying that the certificates were with him. He even did not allow the students to talk with the lecturers and used to say that they had extra marital relation with them. He often used to change the lecturers and the students used to have tough time. The students thought of complaining to the RIO and as the correspondent has come to know they withdrew. Since then he intensified the harassment. He even threatened them of selling to the red light areas. The harassment was brought into light by the SC association. Having come to know DSS swung into action. Accused was arrested and the girls accommodated in other colleges.

The victim, Kandikatla Mani Kumari, is the eldest of the three daughters of Mr. Kandikatla Mohan Rao and (35yrs) and Venkata Lakshmi (33yrs, SC Mala by caste, residents of Kontheru village, Yelamanchili mandal of West Godavari district. Father of the victim girl, Mr. Mohan Rao joined as driver 2 months ago on the tractor of a landlord Mr. Pennamareddi Ravi Chandra (35) s/o Pullaiah, Kapu by caste of the same village.

                    As a landlord and owner of the tractor, Ravi Chandra used to frequently visit the house of his driver, Mr. Mohan Rao in his absence and using his dominant position seduced Mohan Rao’s eldest daughter Ms.Mani Kumari, who is of tender age (15 years).  On 2^nd May ’09 when the father of the victim was away on duty, the landlord, Ravi Chandra came to his house 3 to 4 times and lured Ms.Mani Kumari to go with him to Yanam on the pretext of looking for a job with attractive salary.  He convinced her and took her away to Yanam on 2^nd May 2009.  There, he sedated her and raped her daily till 14^th May’09.  In the mean time, father of the girl, Mr.Mohan Rao searched for the whereabouts of her daughter including his relative’s house, but in vain. Having confirmed that she was taken by Ravi Chandra, Mohan Rao lodged a complaint with Yelamanchili PS of West Godavari district on  12^th May ’09 and an  FIR was registered (No: 44/2009).

                  Having come to know about the complaint, Ravi Chandra reached Hyderabad and managed one Mr. Kombathulu Venkateswarulu s/o Narasimha Murthy, maternal uncle of the victim girl Mani Kumari to bail him out of the difficulty by stating that Mani Kumari came to his house at Hyderabad in search of job. On 15^th May ’09 Ravi Chandra succeeded in managing the police also and ensured that Mani Kumari was surrendered before the SDPO – Narsapur by her maternal uncle Mr. K.Venkateswarulu. The girl was threatened by the police to suppress the facts.  She was told that if she reveals the truth, both she and Ravi Chandra will be jailed.  She was tutored to say that she had voluntarily gone to her maternal uncle’s house at Hyderabad. She was assured that if she says like that she can go home with her father.  Later the CI and SI have called the father of victim and caste elders and ensured that Mani Kumari stated as desired.  

                 On 15^th May ’09 itself the SI – Yelamanchali PS has presented the case before the Addl. Judicial First Class Magistrate – Narsapur and the Magistrate issued orders for the victim to be shifted to the Juvenile home, Kachiguda, Hyderabad. Though the victim was asked to shift to juvenile home on 15^th May’09, she was wrongly confined in the Yelamanchili PS for 3 days and was raped by the Sub Inspector and 3 constables. Further the SI has also presented the same report before SHRC on 18^th morning and an order was issued by the Hon’ble Chairperson asking the victim to be kept in the Juvenile home and no need of further investigation. On 18^th afternoon the victim was shifted to juvenile home. All these orders were obtained, obviously, by mis-statement of facts before the concerned authorities. After having received the information through an electronic news channel, DSS team swung into action. 

Shakarpura village is comes under Madhepur police station in Madhepura Dist., is a very remote area. Government welfare and development scheme hardly reach the community, hence the status of the area remains the same. So before the general election in 2009, the villagers decided to boycott vote if the government does not fulfill their demand like electricity, road, drinking water and health service centers for the people of the area. 

When the administration learnt about vote boycott, on the Election Day, 30/04/2009, the administration deployed massive police force to protect dalit and encouraged them to caste vote. That the reason the dominant caste people bore grudged against dalits. After the election, Suredra Yadav s/o Ramakrishan, Udaykant Mishra s/o Shobha and about 150 dominant caste people went to dalit basti and abused Kishundev Ram s/o late Kamaleswar, Bachanram s/o Madan, Umesh Rishidev s/o late Nago, Baleswar Rishidev s/o late Nago and other Dalit people in caste lines and thratned them to send away from the village. Later they convened a panchayat meeting and decided to impose social boycott on Dalits. The case was not registered by police. 

Rasakkapalayam village is in Pollachi Taluk, Coimbatore District. In this village, dominant caste hindus practices untouchability against Dalis and commission atrocity on them. Dalits who were dependent on caste hindus for their livelihood in the past, now were working in urban areas and liberated from the clutches of the caste hindus. Caste hindus are apprehensive about the assertion, development, and political vibrancy of the dalits. On 26/04/09, 8pm Sekar and Murugaesh who had alcohol in the drunken state walked through the public road in between the Dalits streets and Kounders street. During that time Sekar vomited on the road, near to the Kounders street. Intolerant and infuriated kounders namely Balasubramani, Easwaran, Thangavel, Nadaraj and Sathish assaulted them and verbally abused them. On reaching home, the victims reported this to their villagers. Again aroung 8.30 pm around 150 caste hindus entered the Dalits street and intimidated and verbally abused the Dalits. The caste hindu mob orchestrated a mass atrocity on dalits. Many women and children are injured due to this atrocity. Hence Dalits filed a case against the caste hindu mob for this atrocity. Kounders in opposition to the file of case against them, staged a protest demonstration condemning the registeration of case. Hence one more case was filed against them for damaging the public property. Again on 27/04/09, while dalit women went to the open field for defecation, caste hindu women verbally abused them referring derogatory regarding caste.
