K. Mariappan, resident of Kallampalayam, Susaipuram Post, Tiruppur District, belongs to Dalit Arunthathiyar community. In 1978, he received 0.98 cents of land from P. Ramasamy Kounder in Kararpudur village. He is cultivating in this land since then. P. Devaraj, P. Kumarasamy, Shanthamani w/o Kumarasamy, all belongs to one family, resident of Aarumuthaampalayam and belongs to dominant caste hindu Kounder community tried to occupy the land illegally. They inistigated one Rangasamy and asked him to forge the photo and sign with the Register office and changed the  ownership of the land to themselves. On knowing this, Mariappan enquired about this forgery. The caste hindus Devaraj, Kumarasamy and Shanthamani, who could not tolerate the assertion of a Dalit, trespassed in to his land and destroyed his crops. They verbally abused him referring derogatory regarding caste and threatened to kill him. They were harassing him since then and used to abuse him. Mariappan filed a complaint with the DSP Kamaraj. But the police department failed to take action against the perpetrators. Noticing the negligence, Mariappan filed an appeal with the Supreme court with the help of a social activist Mr. Selvakumar. Supreme court directed the DSP to take action the perpetrators and the police arrested Devaraj and Kumarasamy. 

We would like to bring to your esteemed notice the harrowing incident of cheating pertaining to dalit women Pitla Suvarna (26).

The victim Pitla Suvarna SC Mala d/o Gangaram is the resident of Mosra village, Varni mandal of Nizamabad district. She works as a beedi worker in the Beedi Factory. She was working as beedi worker in Desai Brothers Limited in Mosra village in 1999. During that time Gone Bhumayya  s/o Narayana BC Padmasali lured Suvarna in the name of love and had sexual relation with her. In the year 2001 when she became pregnant he got her aborted. Suvarna’s parents having come to know about her affair fixed an alliance. Bhumayya forced her to cancel that proposal saying he will marry her. On the force of Suvarna, Bhumayya married her on 01/06/2005 at Sri Raja Rajeswari Temple, Vemulavada. By the time of marriage Suvarna was 4 months pregnant. She gave birth to a boy child on 20/12/2005. Since then Bhumayya was taking care of her and their child. He gave 4 acres of his land for lease to Suvarna’s father. 

In October 2006 Bhumayya warned Suvarna not to come to the Beedi factory and stopped giving money for the maintenance of family. In year 2007 during the Dasera festival when Suvarna asked for new clothes to the child, Bhumayya abused her on the name of caste, warned her severely and said that from here after there will not be any relation between them. Suvarna approached the caste elders seeking justice. On 22/02/08 around 9-00 am Suvarna approached Bhumayya along with the caste elders and asked to do justice for her. Bhumayya abused her on the name of caste saying “Oseia Mala Lanja” and said you can’t do anything by bringing your caste elders. He threatened her of dire consequences and said “You may go and say to anyone you want”, beat her and pushed her out. 

Further to get away from Suvarna, Bhumayya succeeded in putting up a false case in the year 2009, in the court of CJSD, Biloli, Nanded district, Maharastra through Ashok Kamble against Suvarna on the grounds of restitution of conjugal rights. By producing these documents Bhumayya even went for quash petition in the High Court. 

Mekhala Eshwaramma, W/o M. Yadagiri, resident of Miyapur, R.R Dist. She had a 393 yards site in survey No. 60 at Hyderabad. Later she sold that land to T. Srinivasa Rao, aged 49, S/o Balahembeshwara Rao, OC Brahmin, R/o Nizampet, R.R Dist. and Krishnam Raju, aged 41, S/o M.S Raju, OC Raju by caste. Eshwaramma sold the land for an amount of Rs 7, 86,000/- and received an amount of Rs 1, 70,000/- as an advance. The buyers told her that they will be giving the remaining balance of Rs 6, 16,000/- later. Eshwaramma waited for one year, but in vain. When she pressurized, they gave a cheque of Rs 50,000/- which was bounced. When questioned them, there was no response.  In the meantime, Eshwaramma was in need of money due to her daughter’s marriage and approached Srinivas Rao on 7.2.2009 along with her husband. In fact, they tried several times to contact him over phone but he did not respond to the phone calls and he also moved to other home. Eshwaramma found out the new residence of Srinivas Rao. The moment he saw Eshwaramma and her husband, he shouted at them and abused in the name of caste and used filthy language. She tried to explain her situation but he never heard her. Later she approached both Srinivas Rao and Krishnam Raju several times. In the same way she approached them on 4.3.2009. Srinivas Rao saw them coming and before she spoke a word, they started abusing her husband Yadagiri in the name of caste in vulgar language. He told her that they will not be paying any money and asked her to do whatever she can. In that helpless situation, they approached Kukatpally P.S. gave a complaint to the CI who he forced for compromise. Later Eshwaramma approached DSS. With the intervention of DSS the case was registered.  

Victim Mahendra Shinde is resident of Shindi village belonging to (newly Converted Buddhist fold) from schedule caste background which comes under SC.

            In the year of 1998 victim Mahendra Shinde & Premnath Shinde were brutally attacked by Maratha community in the village on account of writing letter to upper caste girl. Out of that Mahendra Shinde was hanged in well & Premnath Shinde was hanged to Electric  Pole. But in fact that letter was written by upper caste fellow which was opened latter.

            On dated 19^th Jan 2009, after routine college, Panchshila & Diskha in the evening at around 5.45 p.m Panchshila, Diksha and her elder sister Suvarna’s daughter named Priya (age 4) were returning  from  field, accused Jagganath Jadhav, Bharat Jadhav, Kailas Deshmukh and Barik Deshmukh walking back side of both sister Diksha and Panchshila with whistle and ringing songs in the mobile. After some time Jagganath Jadhav pushed  Panchshila. She asked him why he is doing so. But Jagganath slapped  both the sisters. He also abused on caste lines “ Dhedgyano Lay Mazlat kay ani amahala  vicharayachi tumachi maharachi himmat hai ka ?” ( “You untouchables have no right to ask whatever we do) and  four accused started hurling abuses containing caste and mother. This was not worst, they started beating. Four accused used stick, still, hand and legs. They smashed girls on chick , hand, chest, waist and pulled hairs.  Jagganath called his colleagues named as 1.Tukaram Rajaram Jadhav 2. Datta Ashruba Deshmukh 3. Anil Jadhav 4. Devidas Jadhav 5. Shashikant Jadhav 6. Shyam Jadhav 7. Manubai Jadhav 8. Limbabai Deshmukh. They soon started abusing “lay mazalet dhed” ( “These Mahars have crossed the limits”) and warned to kill. They brought them while beating in the village. Diksha could no withstand. She felt down. She can not talk or walk. However Panchshila ran fast and told the incidence to her brother victim Mahendra and other family members.

            On dated 19^th January 2009 cousin brother Mahendra Shinde of victim Diksha & Panchashila Shinde helped them in lodging FIR for this reason on dated 5^th February early in the morning at about 4.00 am the Maratha caste persons (may be some absconded accused) set the House of victim Mahendra Shinde on fire, at that time some police persons were present there for bandobast (security) of victim Diksha & Panchashila. In fire extinguishing his right hand was seriously burnt & injured. At that time the cousine brother -Narsing Shinde of the victim Mahendra informed PI Mundhe of Kaij PS on his Mobile Pone and he immediately rushed to the spot of incident and then he took them to PS & registered the FIR u/s 436of IPC & sec. 3(2)(iv) of POA Act, 1989 with the Kaij PS.
