Case in Brief

Chintala Vijaya, aged 38 years and Chintala Paidaiah, aged 45 years are married and have two daughters Chintala Durga, aged 20 years and Chintala Nookaratnam, aged 18 years. They reside in Tarakaramanagar, East district.  They belong to SC, Chachara caste.  Vangala Yesu, Konda Kapu by caste, resident of same village, habitually harasses women.  He is married and is having extra-marital relation with two women.  One day, Yesu has seen Durga while she was going to market and said that he would marry her.  She refused and said that she would complain to her elders about that.  Since then, Yesu started harassing Durga sexually.  Durga complained to her mother Vijaya.  Vijaya immediately approached Yesu and asked him not to harass Durga.  Yesu did not bother her words and replied carelessly.  This made her angry and she admonished Yesu.  Yesu felt insulted that a dalit woman has scolded him.  He planned to take revenge on Vijaya and her daughter Durga.  On 2nd June 2007, he attacked Vijaya’s family.  He hit Vijaya on her cheek so hard that blood came from her eyes and also broke her leg.  He also beat her husband and daughters and abusing her in the name of caste.  

This incident was complained in the Tuni PS on the same day.  They registered a case u/s 353 of IPC r/w 34 and 3(1)(xi) of SC/ST (PoA) Act but only Vijaya is included as victim.  The accused was arrested and released on bail.

Case in Brief

Dr. P. Anitha Rani, d/o Late Pullanna , aged 30  years, Working as Medical Officer, at SURABHI, KADAPA DISTRICT, since 25-05-2005. She has one elder brother who is married and resides in Chittor. she belongs to SC Madiga community.  Her subordinates Ms.Jayasree and Ms.Venkata Laxmi are non dalits and one of her is the relative of Surabhi Surpanch. They are harassing Dr.P.Anitha Rani and not cooperating in fulfilling her duties in the Primary Health Care Centre. They are even abusing her in the name of Cast by using filthy language and causing her mental agony. They do not care for her; behave recklessly and fail in discharging their duties includes not giving injections to the patients properly so that the patients blame Dr.Anitha.

Mr.Chalapathi Yadav and Mr.Anjaneyulu are running Vijaya Laxmi Medical Shop there. Mr Subbaiah and Mr.Nagabhushanam and Mr.K.Ramachandra Reddy are the local leaders of Surabi and best supporters of these Medical shop owners. They are pressurizing her to write prescriptions to out side, and also threatening her to be under their control.  

She has already complained to DM & HO Dr.Pichi Reddy, The Collector T.Krishna Babu, and the sectoral officer M. Prabhu Dasu over phone, but in vain. They are also supporting her subordinates and the local leaders. When she approached them and requested for transfer by explaining her inability to continue there due the prevailing conditions in the Hospital, none of them have neither taken proper action nor transferred her. More over they escaped by shifting their responsibility in discharging their duty.

On February 2nd 2007 when Dr.L.Vijaya Kumar i/c of P.H.C got transferred Dr.Anitha Rani was suppose to get the in charge, but the D.M & H.O. instead of giving the in charge to her handed over the responsibility to Dr.B.Sreenivasulu who is already a regular Doctor to an other PHC in Gaaliveedu, who belongs to BC . 

Being a dalit women Dr.P.Anitha Rani is facing lot of discrimination, harassment and non cooperation at her work place. She is just unable to perform her duties properly due to the deliberate insult in the public by all the above stated.

Kannadasan (16) S/o Jeyabalanwho is studying 9^th standared and passed to 10^th,  Arun (17) S/o Mr. Arunachalam and Sundarajan S/o Veerabahu were traveled on the K.H. Mini bus and they were coming to Ayyankovilpattu village Manoharan (18) belongs to the Kounder community also traveled on the same bus and standing near to Kannadasan and above mentioned youths are belongs to dalit community. They were biting swingam (Boomer) and spit it in the outside, but unfortunately it fell on Manoharan who is belonging to Kounder caste. The Dalit youths have asked apology to him again and again. But Manoharan did not accept and he got angry with them and he slappen on kanndasan’s face and stated that you bloody paraya how could do this? Are you too audacious, I will kill you, following that the Kounder caste people who traveled on the bus they brutally assaulted those Dalit youngsters. After this atrocitiy the Dalit youth have reached their home and they have not revealed anything to their family and the community members are having fear on the caste hindus.

The next day on 25.05.2007 around 7.30am Kannadasan was going to the petrol bunk to fill fuel for his motorcycle on the way to the petrol bunk near to Muthampalayam Murugan Temple where Kannadasan was brutally assaulted by using Pipe, stone and derogatory caste abused by Mr.Monoharan, Karthi, Koyapinju, Omprakash, Sooryamoorthy, Karthick, Ganabathi and other 20 unknown named persons who belongs to kounder community. Master. Kannadasan got severe injured on his head, both hand and legs and many parts on the body, then he ran away from the spot and rached the Ayyankovilpattu Dalit hamlet he narrated about the atrocity committed against him, then the community people have decided to lodge the complaint against culprit during that time, more than 60 people including the above mentioned culprits and Mr.Dhanaraj (Panchayat President) belongs to Kounder community entered into dalit hamlet and stone thrown towards the dalit houses. They were holding wood, iron rod, stone, knife and deadly weapons on their hands, they were brutally attacked the dalits by use of those deadly weapons, many of them injured, scattered, hided themselves and two dalit named Mr.Rajesh got severe injury on his backside head and Veerappan also got severe injury during the caste atrocity and they were admitted in Villupuam government hospital. After this attack, the dalits have gone to taluk police station and lodge the complaint against caste hindus those who commited the atrocity against Dalits.

Mr. Kannadasan also got admitted in the Villupuram government hospital following that the counter case has been lodged against Kannadasan and other two dalit youths by caste hinus in west police station in Villupuram.
