Dalit Family Members Commit Suicide Due To Mental Harassment

    Gopal Raigar (55) S/o Burilal lived along with his third wife and 5 children (3 daughter and 2 sons) at Chandly village, Jaipur. Gopal Raigar was the sole bread winner of his family. He worked as a Senior Accountant in Accountant General Office Jaipur. Apart from this he was selling an Ayurvedic medicine as a part time job. Due to some problem in the medicine the police arrested him and filed a case against him but the police set aside the manufacturer.  Gopal was sent to jail on 1991 for 9 months. So he was suspended from his Government job and his economic status became weak. The case was under trail.

     

    Since he lost his job he borrowed money from others to make ends meet. He got a loan from Vidinna Bank and arranged the marriage for his daughter. On 2003, when the case was under trial, he sold his land in order to meet the case expenses. He wrote an application to his officials for his settlement of the salary but the department did not take any effort to repay his money. Later the officials demanded a bribe so Gopal Raigar spent around 1 lakh as a bribe to the department officials even though he could not get back the money owed to him.

     

    On April 2004 he was taken back to the job by the Government; however, they did not pay him the money due to him during his suspension period.  Since he borrowed money during his suspension period he was under pressure to give back that money.  So he wrote an application to the department Officials many times even after joining the job but the department refused to settle his money until after the final disposal of the case.

     

    Gopal Raigarh got volunteer retirement in2007.But even at that time of his retirement the Government did not settle his entire amount. On 4 April 2007 he wrote an application to General Accountant for his full settlement and mentioned that he would commit suicide if they did not take any action. But he did not get any reply and they did not give any assurance that they would give back his pending salary.

     

    On 23/05/07, a milk man came to the house of Gopal Raigar and, since there was no reply, he informed the police. The police found the dead body of Gopal Raigar and his 6 family members with their necks slit at his house. All the dead bodies of the family members were found on the first floor but the dead body of Suman, daughter of Gopal Raigar, was found on the steps with a slit on her neck. But there was no blood stain on the steps. On 24/05/07 Rajendra Kumar S/o Gopal Raigar organized the funeral and all the villagers attended the funeral. Home Minister Gulaba Chand Kalariya came to the incident place and also came again the next day, but he did not give any assurance that he would take action against the Officials.

     

    The SSP Shri Santosh Kumar Chalke found the documents related to his debt of Rs 20 Lakhs from Vidinna Bank and the letter written to the Officials that he would commit suicide if they failed to pay his pending salary. On 25th June 2007,when SP investigated the Chief Accountant, the Chief Accountant informed him that the pending amount of Rs.3 Lakhs is to be given to Gopal. However, when his son Rajendra Kumar and his relatives went to Chief Accountant, he informed them that Gopal did not have any pending amount and had no pension amount either. Till now the case against him is under trail. Rajander Kumar s/o Gopal got back the amount of Rs. 177000/- that was seized by the police during the investigation at the house of Gopal.

    Mota Nayna is a village situated at the distance of 15 K.M away from taluka place Patan. The village consist 350 houses. There are families of Thakor, Rabari, Raval, Nathi, Rohit, Valmiki etc communities, out of that Rohit and Valmiki are considered as schedule caste. Thakor community is dominating over other castes. There are around 30 families of Dalits community. 80% of Dalits are involved in farm labour work. Dalits are not getting proper wages from Thakor.

     

    On 23/05/2007, in the night when the victim was sleeping outside the house with her family members, the main accused Thakor Kaluji Kannjibha and two other unknown persons came there and they took her, she could not shout as her mouth was closed with cloth by the accused. Thereafter, they took her on the terrace of primary school and raped her. When the family members of the victim did not find her in the coat they started searching. When the accused felt that he would be caught, hence, they left victim there and ran away.

    She was frightened, finally they found her and took her to home and next day they went to Vagdod out police station and registered FIR against all the accused.

A Dalit strangled to death & burnt for visiting his commynity man in jail, Jagdhari

  • Summary:: Village Ismailpur is situated 28 Km away from Yamunanagar Distt. People belonging to seven sub caste are living in this Village and Total Population approx 1700. Mostly Dalit are doing labour work in the village. Surpunch Coming from Gurjar Community named Narender S/o Sh. Nathu Ram. All Gurjar Community play powerful role in village in socially & politically. 124 Dalit Families are living in this Village Ismailpur Block Chhachhroli P.S. Jagdhari District Yamunanagar. Gurjar Community is a powerful caste in the village. A Dalit youth of Ismailpur village, Biram Pal (32), was strangulated to death and later his body was thrown in a fire in a mango orchard of the village. Biram Pal had a lease of a mango orchard in the field of Sonu. The perpetrators took Biram Pal to the orchid on pretext of watering trees in the afternoon. Shanki, son of the deceased went to the orchard twice in search of his father. However, during his third visit to the orchid he saw that there was a fire and his father’s body with mouth gagged with a piece of cloth lying on ground .His hands tied at back, was dragged to the orchard and then dry leaves were set afire. There were more than one persons involved in the crime The postmortem examination report of the body from PGI, Rohtak, revealed and ascertained strangulation as the cause of death. SP K.V. Raman and DSP Ram Chander reached the village and the police registered a case of murder. Police cancelled the FIR due to untrace the accused. Birmpal (32 years) S/o Sh. Ram Sarup, a Chamar got a lease of 1 Bigha Mango orchard of Sonu (22 years) S/o Sh. Ram Chander, a Gurjar. Sonu S/o Sh. Ram Chander caste Gurjar and others got Rinku (18 years) S/o Syam Pal, belonging to chamar (SC) community arrested with an allegation of a Terrorist on 24 April 2007. Birampal, sometime used to visit Rinku in the Jail. So Sonu became angry with Birampal. So Sonu came at 10 a.m. Birampal House on 22-05-07 and called him to water in his mango orchard. Birampal went to the field along with Sonu S/o Ram Chander, Nitu (28 years) S/o Hisam Singh, Gulshan (20 years) S/o Jasbir, Manga (35 years) S/o Dhoom Singh, belonging to dominant caste Gurjar, who strangled him to death and burnt the dead body.

    Case in Brief

    Ramana, aged 12 years was brought from Mantada by Prameela for working in her house as domestic child labour in the month of March 2007.  Prameela and her mother harassed her from the day of employment.   The situation became worse with the entry of Prameela’s sister Prasanna lakshmi.  Prameela, Prasanna and their mother beat up Ramana black and blur and Ramana was seriously injured.  They did not allow her to go to her parents.  Ramana escaped on 21st May 2007 and approached Kukatpally PS with the help of local people.  Case is registered u/s 343, 324 of IPC and u/s 3 r/w 14 of Child Rights (P&R)Act. Prasanna and her mother are arrested.  Prameela is absconding. Whereabouts of victim\\\'s parents not traced.

A Dalit Abused for Refusal to Withdraw Complaint

    Vijaykumar S. Londhe is r/o Malegaon village, Tal. Barsi in Solapur Dist. belongs to Chambhar (SC) community. Earlier the victim made complaint in the police station against the perpetrator, who misbehaved with his daughter. The perpetrator and villagers were forcing victim to withdraw the complaint and on refusal, the perpetrator abused victim on his caste name & threatened him to kill if he does not withdraw the case.

     

    A case was registered in Barsi police station on 24/05/2007, as No.71/07, u/s 147/ 148/149/504/506 IPC & 3(1)(x),(vi) of SC/ST (PoA) Act. Accused was arrested and bailed out.

    Charge sheet filed on 08/06/2007, No. 40/07, u/s 504/506 IPC & 3(1)(x),(vi) of SC/ST (PoA) Act. Case is under trial. The victim has not received any compensation from administration.
