Raghavamma migrated with her family for livlihood to Adavi Takkellapadu and is working as watchman for the fields of Dayakar. He made her contest for the panchayat elections. The victim won in the elections. He used to pay her Rs.1,000/- per month and himself exercise the power. He confined her and her son with the help of Bapayya when she questioned him. They made her sign on blank papers, boycotted her from the village.

Dalit Murdered for Denying to Vote Against His Choice of a Candidate

- Summary:: Late Shankar (40) S/o Dev Nandan, a coolie, a resident of Manhas Village, under Jalalpur P.S, Dist- Jonpur, Rajasthan, hails from a Scheduled Caste Chamar family. He was a sole bread winner of his family. On 17/4/07, while Shankar was on his way to his job, Ram Shankar (45) S/o Dasarath Singh, belonging to Thakur community, resident of the same village stopped Shankar near his uncle’s shop belonging to Ram Naresh Singh. The assailant Ram Shankar asked Shankar for calcium in order to mix the same with tobacco and tried to inquire with whom the victim is going to cast the vote in the election. Shankar replied “no one has the right to question him and he could cast his vote to whomsoever he likes”. After hearing his reply Ram Shankar got annoyed and forced Shankar to cast his vote as per his choice. As soon as he denied, Ram Shankar started to beat him with lathi. Shankar cried for help and fallen on the ground. The nearby villagers raised alarm and rushed towards Shankar in order to save him. Listening to the shouts, Vidya Devi w/o Shankar ran towards the incident place, where she found the villagers caught hold of Ram Naresh with lathi. She also found her husband lying on the road unconsciously with severe injuries. Immediately, Vidya Devi along with some of the villagers took her husband to the primary health centre of Jalalpur, where Dr. R.K. Singh asked her to pay Rs. 1,000/- for the treatment. Vidya Devi paid Rs.300/- and informed him that she would pay the balance amount after the treatment. She pleaded to save the life of her husband by all means. After half an hour condition of Shankar became critical and the doctor referred him to the district hospital. Since Vidya Devi did not have money to admit her husband in the district Hospital she borrowed Rs.500/- from her neighbors and admitted him to District Jonpur hospital. Later, Shankar died at the time of treatment and his Post Mortem was carried out. When the villagers of Dalit community came to know of the incident they blocked the traffic on National Highway-56 and demanded justice. After 3 hours, when SHO Anil Chand Tewari reached the spot and promised to register the FIR and arrest the perpetrators, the villagers cleared the road. On 17/4/07, police arrested the perpetrator and filed the FIR u/s 302 IPC & u/s 3(2) (v) of SC/ST (PoA) Act 1989. But still the family members of Ram Shankar threaten’s Shankar’s family with dire consequences, if they would go to the court to seek justice. Spot investigation conducted by D.S.P Mr. Vidya Saghar Mishra on 9-5-07. Case investigated by DSP Mr. Vidya Saghar Mishra. All accused arrested but bailed out. Charge Sheet no. 34/07 has been filed on 28/4/08 u/s. 304 IPC and 3(2)(v) of the SC/ST (PoA) Act, 1989. Case is under trial in Special SC/ST Court of Jounpur District. Compensation of Rs. 1,50,000 paid to the victim under SC/ST (PoA) Rules, 1995.

A minor Dalit girl kidnapped in Vasat Kunj

- Summary:: Pinky (14) D/o Parkash, resident of Ghitorni Village, Vasant Kunj Police Station, New Delhi-30, hails from SC community (Chamar) and profess Hindu religion. Pinky was a student of standard 5th in Nagar Nigam Prathmik School Ghitorni, Delhi. On 11th April’07 morning she went to school one hour late of the normal time, nevertheless she did not returned back home till evening. Therefore the parents and relatives of Pinky went to school in search of her, but did not find. Next day on 12th April’07 in the morning her parents went to school to ask about Pinky to her class teacher, but she said “Pinky was absent in the school yesterday, I don’t know about her”. Her parents thought that she might have gone to her friend’s house and she might come back in the evening, but Pinky did not come back till evening. Her parents were deepened into great trouble, as Pinky did not return home; conversely they had doubt on Suresh (20), a migrant whitewasher from At/po Dhonia, Police Station Shahapur, District Dhidhori Vilaspur-Madhya Pardesh, belongs to Dominant Caste (Rajput) community, not finding him with his co-labourers since Pinky on 11th April 2007. On 13th April 2007 her maternal uncle Ravindra Kumar went to Vasant Kunj Police station, New Delhi to lodge complaint. The case has been registered u/s 363 IPC Later from some reliable sources, her parents and relatives confirmed that she has been kidnapped by Suresh and taken to his native place Madhya Pradesh. Narendra Singh-SI (40) of Vasant Kunj Police Station has been inquiring about Pinky and Suresh from the time FIR was lodged. Later the news was flashed in the TV channels too. The resident of the Colony alleged that Suresh and Pinky had a love affair from last 6 months even they had physically relationship. Police have been in search of Pinky. The accused has not been arrested yet

Case in Brief
Nelaturi Subbamma got married to Nelaturi Papaiah 14 years ago and gave birth to two girl children and one boy child. She started working as labour under Chintakunta Subba Reddy, S/o Subbi Reddy in the same village after her husband expired. She used to deposit Rs.185 every month from her hard earned money and finally got Rs.20,000/- in April 2007. Coming to know that Subbamma withdrew her money, Subba Reddy asked her to give him Rs.20,000/- for interest promising that he would give her bond for the money. She gave him money and kept on asking for the bond for three days. On 6th April 2007, Subba Reddy came to Subbamma’s residence and abused her in the name of caste. He threatened that he would pour kerosene and kills her in case she asks for bond again. Subbamma demanded that he should return her money or give bond. He took kerosene which she bought for cooking and poured on her. He lit her with match stick. She started shouting and ran outside. Her neighbour brought a blanket and wrapped her to put off the fire. Her house was burnt and she was immediately taken to hospital by her father.

Cow Urine Sprinkled on Dalit Students for Purification

- Summary::
Village Surewada is 10 km East of Bhandara District. The population of the village is about 2400 to 2500. The village has a maximum population of OBC’s mainly Kunbi – 1100, Mahar and Buddhists the rest of the population. There is a school in the village upto 7th std. Dalits in the village are daily labourers.
On 4th April, 2007 at around 7am, when the students were about to take up their geography paper, Madam Madhavi entered the class room with a bottle of Cow Urine in her hand and started sprinkling cow urine on the Scheduled Caste Students only who are sitting in three rows saying that she was purifying them before the examination. When the students reported the matter to their parents, the parents came to the school to enquire about that. When the parents wanted the Madam to apologize in writing to which she flatly refused and said, “Jo Banta hai karlo”(Whatever you want to do you do.)
After the incident the police registered the case under sections 7(1)(5) of PCR Act and arrested the Head Master of the school institution. After the appearance in the court he was bailed out. The District Collector, Indira Jain has visited the place of incident recently. Local political Parties, OBC Chagwa Sangathan and OBC Sangram Parishad are not talking of boycotting Dalits from the village. OBC related organisations are pressurizing Dalits to withdraw the case.
Till date no Atrocity Act is registered yet. Shivsena and OBC Unions are threat to Dalits comparing the incident of Khairlanji. It is now said by OBCs that all the students present in the school were sprinkled cow urine irrespective of other caste students. Dalits now are alleged to have disturbing the peace in the village. Headmaster Kaithade had asked Madhuri Raut to sprinkle Cow Urine on the Dalit students. Though the District Education Officer of Bhandara R. D. Patil and V. K. Banjari an Officer headed team found Kaithade, Madhuri Raut, Bhawalkar as main guilty of sprinkling, they did not stop them doing that. In the Role call Register, the names of Dalit students and Non Dalit students are written separately so that Dalit students could easily be identified. The government is not taking any measures to punish the accused.
The D.C. on receiving the information has directed the S. P. to enquire into the whole matter. Subsequently, the police had registered the case.
