Raghavamma migrated with her family for livlihood to Adavi Takkellapadu and is working as watchman for the fields of Dayakar. He made her contest for the panchayat elections. The victim won in the elections. He used to pay her Rs.1,000/- per month and himself exercise the power. He confined her and her son with the help of Bapayya when she questioned him. They made her sign on blank papers, boycotted her from the village.
Case in Brief
Nelaturi Subbamma got married to Nelaturi Papaiah 14 years ago and gave birth to two girl children and one boy child. She started working as labour under Chintakunta Subba Reddy, S/o Subbi Reddy in the same village after her husband expired. She used to deposit Rs.185 every month from her hard earned money and finally got Rs.20,000/- in April 2007. Coming to know that Subbamma withdrew her money, Subba Reddy asked her to give him Rs.20,000/- for interest promising that he would give her bond for the money. She gave him money and kept on asking for the bond for three days. On 6th April 2007, Subba Reddy came to Subbamma’s residence and abused her in the name of caste. He threatened that he would pour kerosene and kills her in case she asks for bond again. Subbamma demanded that he should return her money or give bond. He took kerosene which she bought for cooking and poured on her. He lit her with match stick. She started shouting and ran outside. Her neighbour brought a blanket and wrapped her to put off the fire. Her house was burnt and she was immediately taken to hospital by her father.
Village Surewada is 10 km East of Bhandara District. The population of the village is about 2400 to 2500. The village has a maximum population of OBC’s mainly Kunbi – 1100, Mahar and Buddhists the rest of the population. There is a school in the village upto 7th std. Dalits in the village are daily labourers.
On 4th April, 2007 at around 7am, when the students were about to take up their geography paper, Madam Madhavi entered the class room with a bottle of Cow Urine in her hand and started sprinkling cow urine on the Scheduled Caste Students only who are sitting in three rows saying that she was purifying them before the examination. When the students reported the matter to their parents, the parents came to the school to enquire about that. When the parents wanted the Madam to apologize in writing to which she flatly refused and said, “Jo Banta hai karlo”(Whatever you want to do you do.)
After the incident the police registered the case under sections 7(1)(5) of PCR Act and arrested the Head Master of the school institution. After the appearance in the court he was bailed out. The District Collector, Indira Jain has visited the place of incident recently. Local political Parties, OBC Chagwa Sangathan and OBC Sangram Parishad are not talking of boycotting Dalits from the village. OBC related organisations are pressurizing Dalits to withdraw the case.
Till date no Atrocity Act is registered yet. Shivsena and OBC Unions are threat to Dalits comparing the incident of Khairlanji. It is now said by OBCs that all the students present in the school were sprinkled cow urine irrespective of other caste students. Dalits now are alleged to have disturbing the peace in the village. Headmaster Kaithade had asked Madhuri Raut to sprinkle Cow Urine on the Dalit students. Though the District Education Officer of Bhandara R. D. Patil and V. K. Banjari an Officer headed team found Kaithade, Madhuri Raut, Bhawalkar as main guilty of sprinkling, they did not stop them doing that. In the Role call Register, the names of Dalit students and Non Dalit students are written separately so that Dalit students could easily be identified. The government is not taking any measures to punish the accused.
The D.C. on receiving the information has directed the S. P. to enquire into the whole matter. Subsequently, the police had registered the case.
