Dalit Bonded Labour of Sunam

- Summary:: Bhugar Singh S/o Jeet Singh, resident of Village - Jhadhu Tehsil- Sunam District- Sangrur. He belongs to ‘Ramdasia’ caste which is declares scheduled caste by the Govt of Punjab. He was working with Leela Singh S/o Baljit Singh (Jatt Sikh) opposite Baghwali Gali, Bathinda Road, Sunam District- Sangrur. Advance:-Rs.20000/-The bonded labourer used the advance money to repay the bonded debt of his previous employer Mohinder Singh. Bhughar Singh started work from year June 2007 and he worked till 2009. When the bonded labour join the services of Leela Singh fixed his salary Rs.25, 000/- per annum. Bonded Labourer worked for 24 hours and Leela Singh does allow going their home. Balvir singh never paid him full wages he gave him only Rs. 1000/- after a month. One day Leela Singh brings to the bonded labour at Court and takes thump impression on some blank papers. Bonded labourer does not know about that because he is an illiterate person. On 19th December 2009 at 10.00 p. m Leela Singh come bonded labourers home & Knock the door when the bonded labourer open the door. Leela Singh beaten him mercilessly, abused him on caste basis and threaten him to pay him bonded debt. The complaint has been filed to District Magistrate, Sangrur. Bhugar Singh is physically free now.

Brutal Assault on a Dalit Cobbler

S. Madurai Veeran (37), resident of Kalugumalai, Kovilpatti Taluk, Thoothukudi District, belongs to Dailt Arunthathiyar community. He is married and father of two girl children. Eldest daughter is studying 12th Std and the second daughter is studying 9th std. He is owning a foot wear shop and he is also a cobbler. On 11/12/2009, while Madurai veeran is working in his shop, Madasamy (65), belongs to dominant caste hindu devar community, came to his shop and threw his chappal at Madurai veeran and asked him to stitch it. Madurai Veeran, who could not tolerate this humiliation, asked Madasamy to give the chappal to his hand with due respect. Madasamy who could not tolerate this assertion of self respect by a Dalit, slapped him repeatedly and verbally abused him referring derogatory regarding caste. Ms. Bathali w/o Gurusamy, belongs to dalit Arunthathiyar community, cried for help. On lookers prevented Madasamy from making further assault. Madasamy threatened to kill Madurai veeran. Madurai Veeran with the help of Mr. Suppan, filed a complaint with the Kalugumalai Police station. FIR was filed against the perpetrator. Then the Police Sub-Inspector immediately located Madasamy and arrested him. After three days victim and the perpetrator compromised and the victim withdrew the complaint.

- Summary:: Jagjit Singh @ Jagga S/o Kirpal Singh age 22 years resident of village- Nurpur Mashiwada, tehsil-Zira, Distt- Ferozpur. He belongs to ‘Majhabi Sikh’ caste which is declares scheduled caste by the Govt of Punjab. He worked for Jarman Singh S/o Jarnail Singh (Jatt Sikh) resident Nurpur Mashiwada, tehsil-Zira, Distt- Ferozpur. Jagjit Singh @ Jagga his wife Jinder Kaur was working from last 7 years for the employer. The employer paid the debt of the previous employer of Jagjit Singh @Jagga and purchase him from his previous. The employer Jarman Singh fixed his salary Rs. 15000/- per year for first year and after 7 year he fixed his salary Rs. 25000/- per year. He never told him about the salary of his wife. The bonded labourers worked for the employer from 5:30am to 8:30 p.m. During the season he worked continuously day and night. The employer does not allow any leave for the bonded labourer. When the bonded labourer take a leave due to illness and due to other domestic purpose then the employer charged him fine of Rs.100 for day and night and add this amount in the advance amount and make an interest on the whole amount. The employer took the thumb impressions of the bonded labourer but the employer does not explain him that but type of papers are these. During the work period the employer do not pay the earn wages of Jagjit Singh and his wife jinder when they demands their earn wages then the employer gave them only Rs. 100 or Rs. 200 after two months his wife works outside for some time and she was arranging the domestic things. Now when the bonded labourers demanded their wages from the employer he refused to pay them their wages and abused on caste basis and impose a debt Rs. 85000/- on Jagjit Singh and Rs. 3000/- on Jinder Kaur. The employer does not allow the bonded labourers to leave his work Jagjit Singh @ Jagga his wife Jinder Kaur were working from last 7 years for the employer. So the bonded labourers are not interested to work with employer. Complaint was filed before Deputy Commissioner, Ferozpur Ref.No- DDVA/5555/09 date: 11/12/09. At present they are physically free and are free from bonded debt.

V. Seetha,(17), D/o Velmurugan, resident of Harijan Colony, Bharathiyar Nagar, Gopi Taluk, Erode district. She studied upto 8th standard and working as a Helper in a Garments company namely HighTech Company located in Nambiur. She used to work during the night shift. Selvaraj (33), married and father of two children, belongs to caste hindu Muthuraja community, was working as a Contractor in the company. Contractor Selvaraj used to drop Seetha after the shift around 1pm. One day after the end of the shift, when all the workers were leaving the company, Selvaraj asked Seetha to stay back. After dropping her co-workers, he came back and seduced her to have sexual affair. Without her due consent, he had sexual relationship with her and asked her not to reveal this to anybody. Promising to marry her, he repeatedly had sexual relationship with her. She left the job as the company was shut down due to loss. Since then Selvaraj ended the contact with her. She got pregnant and as her parents was busy looking after their son for medical treatment, her parents were ignorant about her pregnancy. They came to know her pregnancy, when they took her to the hospital for her illness. After the episode she revealed that she was forced in to sexual relationship by Selvaraj in the pretext of marriage. Then her parents reported this sexual exploitation to the Nambiur Police station. Selvaraj was arrested regarding this.

- Summary::
Selvaraj (45), resident of Arunthathiyar colony, West Palladam, Tiruppur District, belongs to Dalit Arunthathiyar community. He is a casual labour in a handloom company. He was paying premium in a chit fund to Murugan, belongs to dominant caste hindu Kounder community, resident of Aaluthupalayam, in return for festive sweets and snacks. Even after the completion of the premium, Murugan failed to pay festive sweets. Since Murugan had not given the festive sweets, Selvaraj asked Murugan to repay the amount. Give lame excuses Murugan kept on postponing the repayment. When Selvaraj asked him to pay the money, Murugan asked him to come to his Owner’s Real Estate Office located in Palladam.
On 07/12/2009, Selvaraj went to Balu’s Real Estate office where Murugan is working. He enquired about Murugan and reported to Balu that Murugan is cheating him and postponing the repayment. Balu and his brother Mani asked Selvaraj to come inside the office. As soon as Selvaraj got inside the office, the closed the entrance and brutally assaulted him with Iron rods and verbally abused him referring derogatory regarding caste name. Selvaraj sustained severe injury in his chest, thigh and over his back. after he fell unconscious, perpetrators threw him on the pedestrian way of the road. Selvaraj managed to come back home. Then he was admitted in the Palladam Government Hospital for three days for medical treatment. While he was in the hospital, even after a report of the doctor to the police department, police have not visited him to receive the complaint. On 17/12/2009, case was filed against the perpetrators, but the police was negligent to take against the perpetrators and have not arrested them regarding this atrocity. Selvaraj was not provided any money relief in this regard.
Later this case was dismissed as MISTAKE OF FACTS by the DISTRICT VIGILANCE AND MONITORING COMMITTEE.
