on dated 14-1-2018 at approx:10 pm victim vikram was kidnapped due to previous jealousy by accused balraj,sunil, leela, meera, sanjay, jeeta and others. accused took him at their house and blocked his hands,mouth,legs with the rope and beaten very cruley with the iron rods, lathi and others weapons. accused did unnatural sex and inserted iron rod in his private parts. police informed to victims faimly through village watchmen and also abused on casteline. victims reached at accused jeeta\'house where two policemen and dharmbir panch already thier. victims took to vikram at their house in half unconscious condition where vikram told to his mother and aunty about the tortured by accused. after that vikram uncoscious victims took him hospital where he was dead due to seriuos injure. 

Fafar village is located in Gaya district of Bihar state. In this village there are two categories of community is residing: OBCs and SCs. Dalits (SC) are financially weak and no land for them. So the people from OBC are dominant there and keep on exploiting the Dalits in the village. As Dalits are of poor financial status and have poor education qualification they can not raise their voice for the domination and atrocities. Particulary women of Dalit community are very often subjected to exploitation by the dominant group. Almost all the officials of Fafar village not capable of carry out the responsibility assigned to them agains the dominant caste. The SC colony is so polluted due to sewage water flow from the dominant caste houses. Even though the village head belongs to Dalit community he is just a mere puppet of the dominant group of the village and not able to do anthing regarding the existing problem of Dalits. Whatver the problems happen to Dalit women the head will be watching and does not take any steps same happened to this case also where a Dalit woman ws physically harassed by the

Victim Minta Devi aged 35 years old, w/o Ajay Paswan residing in the Village Fafar, PO&PS- Guraru; Gaya district of Bihar state. She has three children two boys and a girl.She carries out labour work along with house keeping for her daily wage.

Like every other days, on 19-11-2016 at 7:00 am victim Minta Devi was sweeping her house and patio. She noticed the sewage water (mixed with cow dung and cow urine) is coming from Ramraj Yadav house to Minta Devi’s door step, also a large amount of cow dung is kept near the door step of victim Minta Devi. Minta Devi objected to this to Syama Devi w/o Ramraj Yadav and questioned why you have done that in our house. On this Ramraj Yadav abused victim in a filthy language. Immediately Minta Devi objected her for using abusive language. By hearing this accused Syama Devi made generic comment and said you stupid Harijan, how dare you to teach us how to talk and keeping on abusing her; victim was also resisting to their comments for a while. Due to her resistance, the whold family came and attacked her. She has been physically attacked by Ramraj Yadav, Randhir Yadav s/o Ramraj Yadav, Syama Devi w/o Ramraj Yadav and Nilu Devi d/o Ramraj Yadav. They did not stop with that. Nilu Devi D/o Ramraj Yadav brought a sharp javelin and tried to attack on victim’s neck; victim stopped the attack by her right hand and got a deep cut on her right hand finger. She was screaming and trying to escape from their clutter but was not able to free herself.

Whe she screamed loudly Minta Devi’s husband Ajay Paswan woke up as he was sleeping and came out from his house and rushed to rescue his wife from accused’s clutter, but he was also beaten up very badly by accused family.Many villagers were watching the incident as mere spectators but only 4-5 peoplecome forth to stop them and to free the victims. After being freed up victim Ajay Paswan lifted her wife and went inside the house and closed the door from inside. The perpetrators didn’t stop here, they even followed them to their door step and started breaking the door and abusing them, they also threaten them to come out from the house otherwise they will burn the victim’s house.

The victims Ajay Paswan and Minta Devi sneek out from the back door and rushed to Guraru police station. The police station incharge asked them to wait for station accountant as he was not there. After a while victim Ajay Paswan and Minta Devi saw that accused Ramraj Yadaw, Randhir Yadav s/o Ramraj Yadav, Syama Devi w/o Ramraj Yadav, Nilu Devi d/o Ramraj Yadav and Ranjay / Gaya Yadav nephew of Ramraj Yadav are coming on the bike to police Station. Accused Ramraj Yadav and Syama Devi registered their case immediately as soon as they arrived police station whereas the Ajay family was made to wait to register the case. After registering the accused case the victim’s case was registered. Ranjay / Gaya Yadav, nephew of Ramraj Yadav is quite close to police, due to his influence the police did not register victims’ case at first hand.After the FIR, victim Minta Devi was sent to Guraru government hospital for treatment.

On 24-11-2016 Ajay Paswan phoned Rajit Kumar – DHRD and informed him about the incident. After getting the information the FF team went to Fafar village on 25-11-2016. The FF team finds that, there is street road of 10 feats in between accused Ramraj Yadav and victim Minta Devi’s house but till date no sewage channel has been constructed. About 6 feats of street have been encroached by Ramraj Yadav; apart from this, on the remaining street accused family flow out the sewage water from their house.

The fact finding team also digged the other information that there was a similar incident happened six months back 19.11.2016 before this incident, the two family had the dispute for the matter of sewage water. Then the victim Minta Devi made complaint in the police station. But accused Ramraj bribed the police officilas and closed the case. But could not receive much information on the previous case.

So far police have not made any arrest regarding this present case, neither did the victim receive any compensation from the administration. The police have registered the case for the name sake. The police process has been diluted by Mr.  Ranjay / Gaya Yadav due to which the police is not taking the case seriously.

Bihta village is located in the district of Aurangabad of Bihar state;where the population of Scheduled Caste is very less as compared to Rajputs who belongs to Genereal category who also dominant caste in the area. As Dalits in the village are economically and policitally very behind they are exploited by the Rajputs by making Dalits to work in their field and in their house and paying very less wage or no wage saying that they are born to serve the dominant caste. If anyone raises their voice, then they control them by beating or threatening them.

Among them Saroj Singh S/o Ram Singh, Nikhil Singh S/o Krishna Singh, Chandan Singh S/o Sachita Rawani and Rajkumar Saw S/o Bhuletan Saw are the few among the dominant caste who try to suppress dalit community and are gangsters in the village.

Saroj Singh and Nikhil Singh give very less wages for the labours from Dalit community who works in their houses. They show their dominant powere on Dalits and always victimize them by beating up, giving fewer wages, teasing Dalit women folk, making generic comments, etc on the Dalits particulary women.

Five years ago in an incident Rampravesh Ram of the same villge has been beaten up very badly in public when his cattle went in the field of Saroj Singh for graze. His torture doesn’t stophere; three years ago he even had beaten up Rampravesh Ram’s wife for plucking of green leaf vegetable. When both the victims were going to file case against Saroj Singh, somehow he manipulated and stopped them from making complaint against him.

Susequently he also committed a serious crime of gang rape of a dalit minor girl AAsha Kumari on 24.03.2017 along with his friends Nikhil Singh, Chandan Singh and Rajkumar Saw.Victim AAasha Kumari is of age 14 years, D/o Surender Choudhry R/o Bihta, Taluk – Shekhpura,PS- Haspura, and District- Aurangabad of Bihar state.She is a dropped out from school and was doing house help with her mother.

On the day 24.03.2017 early in the morning around 2.30 am victim AashaKumari went to the field for easing herself just near to her house. During that time Saroj Singh 35 years old S/o Ramashish Singh and Nikhil Singh 27 years old S/o Krishna Singh belong to the Rajput community from the same village Bihta came to the spot, held her from the back, tied her mouth and eyes and took her to Utprerak Kendra, nearby government school. They took her to the to the upstairs room where they closed her down inside and locked the door from inside. Chandan Kumar Singh 26 years old, S/o SachchitaRawani and Rajkumar Saw, 17 years old S/o Bhuletan Saw the other two accused were already there at Utpreratak Kendra. So everything was preplanned by the four accused and kidnapped the victim.

Chandan Kumar then forcefully undressed her and gave some intoxicant made her unconscious. Then the accused raped her taking turn one after one. Whenever she regains conscious she was beaten up,was again and again given the intoxicant and repeatedly making her unconscious and they also threatened her to be killed. This continued from 24.03.2017 early morning to 25.03.2017 late evening and she was continuously raped by the four accused. Till then the family was in search of her and could not find her.

On 25/03/2017 evening around 8:00 pm the perpetrators opened the door and went away leaving her in the room. After they left, the victim ran to her house and told everything to her mother. Immediately the family and the neighbours after listening to her went in search of the accused but they could get only Rajkumar saw. With the angry they also beat him up. On 26/03/2017 around 10:00 am the victim along with her family reached to Haspura Police Station and told everything to Police Station In-Charge. Then the victim along with family is sent to Aurangabad women police station. The woman police In-charge of the police station asked everything in detail and wrote down the FIR (FIR No. 09/17).

On 27-03-2017, victim along with her parents and a lady police went to Sadar Hospital Aurangabad for medical inspection. Then on the same day after medical inspection the victim has been taken to Aurangabad Court to register statement u/s 164.

The FIR includes the following sections: I.P.C  - 341, 342, 376, 506& 4 POCSO Act, SC/ST (PoA) Act, 1989 - 3(1)(R)(S), 3(1)(w)(II), 3(2)(v). So far only one accused Rajkumar saw has been arrested and others are absconding. The victim’s family has been threatened by the accused Saroj Singh for taking the case back otherwise the victim and family will be thrown out from the village.

Mandya District, Pandavapura taluk, Puttasomanahalli Village, there livedSchedule caste Madiga community belongs Susheelamma 47 years her husband Thirumalaiah he had been dead many years back. she had one male and one female children Mamatha 25 years Madeva 23 Years Mamatha is mentally handicapped so she is at home and Mahadeva is working as agriculturist at the land now a days he is also behaving like mentally handicapped. she had 2 actors of land in the main road of the village there she grows paddy and sugar cane.

for her first daughter marriage she had been mortgaged her land in the same she had borrowed 10.000/= rupees from Kariyappas son Kumar who belongs OBC Vokkaligagowda community, so she use to come to Susheelammas house for money she use to give intrest amount. one day on 29-11-2017 in the evening Susheelamma was going to Mysore to see her sister there she was going on railway station side Kumar had seen her and asked her where are you going for that she had told where she is going. in the same day her son Mahadeva had also had gone to his relative Srinivas marriage at Melkote so they both were not at home. in the same day 11-30 at night Kumar had gone to Susheelammas house and knocked the door Susheelammas daughter Mamatha thought that it was her brother and she opene the door but it was not his brother but it was Kumar forcefully he enters hous and close her month by whale and he throw her on ground and forcefully rapes and threats her says that if you says this to anyone i will going to kill you. next day Susheelamma comes back home she observes her daughter were upset then she asked what happened and she explains everything happened yesterday night. then she had been admitted to the hospital for treatment.

this incident case has been filed on 30-11-2017 at Pandavapura police station and the crime No; 390/2017, IPC 1860 u/s 448, 341, 504, 506,376 and Sc/St (poa) Amendment Act-2015 u/s 3(1)(w), (1), (11) Has been filed.
